RULE 3.
CHIEF ENGINEER.

SECTION 1. The Chief Engineer shall devote his whole time and attention to the Fire Department, have sole and entire command at fires and alarms over all officers, members and employees of the Department, and all apparatus and appurtenances belonging to the same, and he shall take all measures which he shall deem expedient for the extinguishing of fires, protection of property, preservation of order, and observance of the laws of the State, ordinances of the city, and rules and regulations of the Department.

SEC. 2. It shall be the duty of the Chief Engineer to examine into the condition of the houses, apparatus and appurtenances belonging to the Department.

SEC. 3. The Chief Engineer is vested with the power to suspend any officer, member or employee of the Department who shall refuse or neglect to perform the respective duties assigned to them, or shall refuse or neglect to comply with the Rules and Regulations of the Department, and report such action.

SEC. 4. It shall be the duty of the Chief Engineer to report from time to time to the Board of Fire Commissioners the name of such officer or member of the Department, if any, who, in his judgement, shall be removed or discharged, with his reasons therefor. Every member so reported shall be entitled to a hearing before the Board of Fire Commissioners.

SEC. 5. The Chief Engineer shall be held responsible to the Board of Fire Commissioners for the proper management of the Department and the conduct of the members thereof.
